I can confirm the bug in Ubuntu 13.10 daily (with 3.11.0.1 kernel). It seems that the bug disappears if you install nautilus-dropbox 1.4.0-3 instead of 1.6.0, so it is specific for the later version of Dropbox. I can access and edit my Dropbox folder, but the Dropbox icon is missing from the main Ubuntu bar on the right-top corner.
