A device can be in undiscoverable state so it won't appear in the list, and so you won't be able to send it files.
So the current behavior is the right one, so you can send files to undiscoverable device.

Having a tool to manage devices in nautilus-sendto in not an option, keep bluetooth tool for bluetooth management tool.
