I have the same issue with mysqldump when using port forwarding over ssh.

mysqldump: Got error: 2026: SSL connection error: error:1425F102:SSL routines:ssl_choose_client_version:unsupported protocol when trying to connect

Unfortunately I couldn't figure out a workaround hence `--ssl-mode=DISABLED` is not available for mysqldump.
