I cannot reproduce this problem. I did:

lxc launch ubuntu:trusty racb-695
lxc exec racb-695 bash
wget https://launchpad.net/~ubuntu-security-proposed/+archive/ubuntu/ppa/+build/9810791/+files/libc6_2.19-0ubuntu6.9_amd64.deb
apt-extracttemplates /var/cache/apt/archives/libc6_2.19-0ubuntu6.9_amd64.deb

This works as expected with the output:

libc6 2.19-0ubuntu6.9 /tmp/libc6.template.EBxc5p /tmp/libc6.config.zlNeZB

Please provide exact steps to reproduce on a fresh Ubuntu system, and then change the bug status back to New.
