Whenever I reboot my system, this issue occurs with some of my startup applications, where I click on one application and it affects another that is "behind" it.

I have found that if I quit an offending application from the taskbar and start it up again from the taskbar, it seems to start behaving.

So wanted to share this temporary workaround in case it's helpful to anyone.
