Additional notes (forgot to add to original report).

nVidia RTX 2070
Dual monitor setup.
Monitors connected through StarTech KVM over DisplayPort cables.

I did not have the KVM when I used 18.04

Successfully adjusted monitor resolutions (from 3840x2160 to 2560x1440).
