Yes, it would be triggered by an Ubuntu-specific performance patch:
js-ui-Choose-some-actors-to-cache-on-the-GPU.patch

But this bug is not Ubuntu's fault directly. It's only triggered by that patch, which is itself correct.

This bug is fundamentally an older issue with mutter, which has been observed in other places too:
