We may be able to remove mshr and disable mshr support which seems to be considered deprecated anyway. It's pulled-in via the fenics metapackage, which says:

 This is the legacy version of FEniCS. You may want to consider
 installing the next-generation FEniCS-X (fenicx package).

The fenicsx metapackage does not pull mshr in:

 FEniCS-X is the next-generation implementation of FEniCS
 (with DOLFIN-X, FFC-X)

That being said, I don't know this ecosystem, and couldn't tell the impact this decision (dropping mshr) would have.
