I have been unable to reproduce the bug since. I think the issue may have occurred due to an update installing in a dependant package while I was using Thunderbird. The update installed was in the package tzdata, from version 2007b-0ubuntu1 to 2007e-0ubuntu0.7.04.

I'm not sure if this should count as a bug in Thunderbird, perhaps there is something the installer or tzdata should have done differently?
