SRU justification
[IMPACT]
* too many and complicated steps to open Mozc preferences dialogue.
- without this fix, users have to follow the steps below.
1. click ibus-indicator
2. click "Preferences"
3. change "Show language panel" settings to "Always" or "When active"
4. turn ibus on
5. click "settings" button on ibus-toolbar
6. click "Property"
* this fix reduces the steps.
1. click ibus-indicator
2. click "Preferences"
3. click "Preferences" button on "Input Method" tab.
[TESTCASE]
1. click ibus-indicator
2. click "Preferences"
3. choose Mozc on "Input Method" tab if multiple IM installed.
4. confirm that "Preferences" button is grayed out.
5. update to precise-proposed package
6. restart ibus-daemon with `ibus-daemon -rdx`
7. confirm that "Preferences" button on "Input Method" tab is clickable
and it opens Mozc preferences dialogue.
