Thunderbird will load/access the list of plugins, however unless mailnews.message_display.allow.plugins is set to true, the content policy will block loading the plugin object into the plugin.

So if we're suggesting a binary compatibility issue on load (that maybe 586543 is) then we're liable to hit that.
