I can't find libgl-dev or libglu-dev. They certainly don't exist in breezy or dapper.
Here's a longer version of what happened to my system:
I am using dapper; I upgraded from breezy a week or so ago. Yesterday, the files /usr/include/GL/gl.h (and a few other header files) which are supposed to be provided by mesa-common-dev were not there, even though mesa-common-dev was installed. In Synaptic, the header files did not show up in the listing of Installed Files for mesa-common-dev. After reinstalling mesa-common-dev, the header files (gl.h, etc) were installed, and Synaptic showed the file names in the list of Installed Files.
mesa-common-dev was originally installed during the upgrade from breezy (according to packages.ubuntu.com, mesa-common-dev does not exist in breezy).
