It looks like you may have an issue with the memcached configuration file in your installation.
/etc/memcached.conf is normally a file - but in your install its a symbolic link.
Is this a localized change you have made?
I would recommend that you restore the original configuration file either to the target of /etc/memcached.conf or to /etc/memcached.conf itself and then run the following command to complete the upgrade:
sudo apt-get -f install
Marking 'Incomplete' and 'Low' as I think this is an issue specific to your deployment rather than a general issue with the package.
