It would be interesting to know the output of:

$ apt-cache policy mdadm-udeb

And / or the contents of /var/lib/dpkg/*

By default mdadm-udeb is not available for installation, it's d-i component. So it's interesting to know, how you got to the point of having mdadm-udeb installed.
