You should NOT be able to connect to any FTP that is not supporting passive mode if you are behind the firewall (at least that does not do connection tracking). Does this happen with only this specific site (e.g. ftp.debian.org works, and it works for me!) or you are not able to connect to any site at all? Is this site public or not (e.g. you can disclose it so that I can try to reproduce it). Otherwise I'm afraid we will need logs...
