Steps to reproduce:
1. Install `mc` on Ubuntu 16.04 LTS
2. Switch to plain VT (native Linux console) with <Ctrl+Alt+F1>, log-in and start Midnight Commander with `mc`
3. Open Options->Layout setting
4. Try to change value in "Console output" -> "Output lines:" (for example change 0 to 5)
5. Click OK.
Expected results:
console output size increases and decreases by "Output lines:" setting.
Actual results:
console output size does not change by "Output lines:" setting. On next visit of Layout dialog, it shows "Output lines:" as 0.
