Primary screen does not resume (post power management)

On a laptop with an external screen hooked up via HDMI, using the following power management settings:
-On AC power(tab): 1. never 2. do nothing 3. 30 mins 4. 48% 5. not checked
-On Battery Power(tab): 1. never 2. Suspend 3. <nothing> 4. 10 mins 5-6-7 checked
-General(tab): 1. Ask me 2. Suspend 3. Never

And also using the following monitor preferences: Same image in all monitors (Mirror screens)

Everytime the laptop lid is shutdown and celluloid is playing that the laptop screen goes into dark grey permanently.

Unplugging the HDMI cable leaves the laptop screen into it's dim state. Replugging in the external monitor via HDMI cable will result in it displaying properly again.

Alternating through the text TTY works fine.

This problem seems to have started around with 22.10 but is now a daily part of 23.10
