The bug is coming from a mishandling in
http://ubuntu-cloud.archive.canonical.com/ubuntu xenial-updates/newton

the python-manila-ui is not available there for newton, only for ocata at the moment of writing.
So it installed the one from the default ubuntu repository that is not compatible.
you need to install 2.5.1 if you bump in that issue
