As per https://bugs.launchpad.net/ubuntu/+source/maas/+bug/1274947/comments/13 we are not generating PTR entries for LXC deployments with the new DHCP scheme.

This is a regression from 1.5 behaviour and blocks CTS deployments of 1.7 with LXCs.
