I'm also seeing this in a virtual maas deployment we are testing; when the KVM instances boot the PXE boot gets one IP address lease and then the OS gets a second lease with a different IP address.
Result is that the dhpd leases file contains two ip addresses for each MAC address; order appears non-deterministic so whether the DNS entry for a given node is related to the PXE or OS lease is random.
