To reproduce right click on lxpanel and open panel settings or right click on the options of any of the applets on the panel to configure them. on desktop one. Switch to desktop 2 with any means (control alt right mousewheel over desktop alt mouse wheel, using the desktop pager on the panel client list menu by middle clicking on the desktop background super f2. Then launch the run dialog by the shortcuts alt f2 or super+r or the menu run or lxpanelctl run from a terminal. No run dialog will appear on your current desktop but if you switch back to the desktop the panel prefrences dialog is on the run dialog will appear on that desktop.

I expected what normally happens when you do have a dialog to configure the panel when you call for the run dialog from lxpanelctl run it appears on your current desktop. Instead to get the run dialog I had to switch to the desktop with the panel prefrences dialog open.
