Michael, could you please test the "ntfs_locale" workaround? Just download the file and save/copy it to /usr/share/initramfs-tools/hooks/ntfs_locale and run "sudo update-initramfs -u". Verify that the "Added locale:" message corresponds to what you have on the rootflags=locale= option. To revert the change, just delete /usr/share/initramfs-tools/hooks/ntfs_locale and run "sudo update-initramfs -u" again. Thanks.
