Lubuntu 18.04.3 LTS 64 bit fresh install & dist-upgrade on:

* Toshiba Satellite Z30-B-15M
* Acer TravelMate B115-M

I have the same problem. Tried:

Exec=nm-applet --indicator

or

X-GNOME-Autostart-Delay=10

in /etc/xdg/autostart/nm-applet

Not working. Two icons in most logins.
