Thanks -- regardless of the usefulness of the setting, the bigger issue is that if you go to Preferences -> Openbox Configuration Manager -> Windows and uncheck "Focus new windows when they appear" it has no effect, because of this <application> section.
I just tested the behavior when that section is removed, and as the ~/.config/openbox/lubuntu-rc.xml file implies, hitting F4 in pcmanfm will open a terminal without changing focus to it, despite focusNew being set to "Yes", so I understand the motivation there. But maybe this is a bug in openbox or pcmanfm that could be addressed?
Or, if that is the only known reason for using the <application> section, perhaps it could be narrowed to lxterminal. It just feels a little unfinished, and confuses users like myself. :-)
