It sounds like it was done specifically to resolve an issue with pcmanfm opening terminals and not focusing the terminals despite having focusNew set to yes.
This might still an issue in pcmanfm, I don't know. Luckily, for Lubuntu, we use pcmanfm-qt.
So as far as I can see, we can get rid of the heavy-handed section from the lubuntu-default-configuration.
