This has affected me after upgrading to 13.10. Everything was working fine in 12.10 and 13.04. Samsung series 9 NP900X3C. The adapter state is reported correctly, but the battery is not.

Plugged in:

$ acpitool -a -b
  Battery #1 : Unknown, 80.00%
  AC adapter : online

Not plugged in:

$ acpitool -a -b
  Battery #1 : Charging, 80.00%, 01:18:26
  AC adapter : off-line

htop reports correctly.
