I am experiencing the same problem. I'm on a Dell XPS ultrabook with the Dell Sputnik PPAs. In my case, I hibernate the computer (I do not suspend) bu the symptoms are the same.

Also, after coming back from hibernation, the bluetooth widget shows that bluetooth is enabled even though I had disabled it before going into hibernation.
