xen/acpi: Fix Kconfig dependency on CPU_FREQ
xen/acpi-processor: Do not depend on CPU frequency scaling drivers.
xen/acpi-processor: C and P-state driver that uploads said data to hyperv
provide disable_cpufreq() function to disable the API.
