Result: display turns off and does not resume until I close the lid, wait for system suspend and then open the lid for a system resume.
So the result is the same with both the RC and daily kernels. I will retry with each of them without the acpi_backlight=vendor option to ensure that it is still required to adjust the backlight and that the display hang issue is no longer present.
