I am experiencing this problem on my Acer Aspire 5740 laptop running Xubuntu without xfce4 or gnome power manager installed. As Joshua Rubin mentioned in comment #17, the bug can be reproduced by just blanking the screen with xset. The problem does not happen when the screen in blanked in a TTY. Is it possible this bug is not actually in power manager but elsewhere in Gnome or in Xorg?
