I was affected by this Bug in oneiric and precise.
Kubuntu didn't power off when shutting down.
But i found a solution to the problem here http://weits.blogspot.co.at/2012/02/kubuntu-1204-computer-wont-power-off.html.

The Problem is that in /etc/kde4/kdm/kdmrc "HaltCmd=/sbin/halt"
replace it with "HaltCmd=/sbin/shutdown -P now"

Solved problem for me.
