There are definatly corner cases of this issue still present in Precise. Looking at the udev init-bottom script it seems that we are not coping correctly with a timeout when requesting that udev exit for us. Thus we skip moving /dev over onto the new /root, which is almost all cases is utterly fatal leaving us on a R/O root.
