As the Dell Optiplex 390 is using Intel H61 Chipset it's not possible to set it to AHCI. Check the datasheet at http://www.intel.com/content/www/us/en/chipsets/6-chipset-c200-chipset-datasheet.html - page 51.

@robert: This bug is about a not recognized dvd-drive, not the hdd.
