Solved for me. For some reason the /etc/initramfs-tools/conf.d/resume file was missing
I opened a file here then inserted the swap UUID
RESUME=UUID=<swap UUID ound using sudo blkid>
Saved it then did an sudo update-initramfs -u
Now hibernate works.
