I confirmed that the latest Ubuntu release for Lucid 10.04 (version 2.6.32-41-generic) fixed my hi-speed USB 2.0 problem. I'm now seeing both read from and write to my external usb drive using nautilus in excess of 30 MB/s. Also, the hdparm command is now showing hi speed read activity on the external drive

/dev/sdb1:
Timing cached reads: 2776 MB in 2.00 seconds = 1388.33 MB/sec
Timing buffered disk reads: 104 MB in 3.04 seconds = 34.21 MB/sec
