We are not using CONFIG_NO_HZ and get high latency (subjective) while running:

dd if=/dev/zero of=file bs=1M count=2048

Additionally, all 8 core cores go to at least 50% iowait, several peg at ~=95%.

We see similar results with:

2.6.18, 2.6.24, deadline, cfq.
