My screen is also flickering every few seconds, also outside X, in terminal.
I have Ubuntu 10.10 x64 with ATI Radeon X1300 [RV515].
Adding radeon.new_pll=0 to the kernel command line did not solve the issue for me.

Then i installed and booted the kernel from here http://people.canonical.com/~sconklin/radeon_flicker/
And it worked! No more flickering here. However driver is still not fully functional, no desktop effects with compiz.
