Shifting to linux. If it has actually powered down after hibernation has been triggered, then pm-utils has done its job. It might be initramfs-tools' fault though. Perhaps the resume partition is not set properly?
Please also upload your /etc/fstab (at least the swap entry) and the /etc/initramfs-tools/conf.d/resume file.
