After updating to 9.10 I have a similar problem with this card. After booting the modules are loaded and everything looks fine in the logs , but the card is not recognized by any program. But after
x@gandalf:~$ sudo modprobe -r cx88_dvb
x@gandalf:~$ sudo modprobe cx88_dvb
the card is working fine. The logs look the same, see dmesg_rm.txt.
There seems to be a problem in the module load order, probably.
