On Karmic beta liveCD, the bug is not present, there I can successfully switch to a VT with Ctrl-Alt-F1. So this nails it down to three cases:
1) There is a difference between beta and present
2) There is a difference between liveCD and permanent installation
3) We have all unknowingly changed our configuration in a way that makes the bug appear.
For case 3, I did try the restricted fglrx drivers, which I then uninstalled later. The installation/uninstallation was done through jockey (system -> admin -> proprietary drivers).
Also, at boot time, during a few seconds, I get a screen showing blue pixels in the middle of the screen. This was not present on the live-CD either, and I think it was not present at the first times I booted the permanent installation either. It's hard to know if it is related, but if it is, it rules out case 2.
Case 1 could be confirmed or ruled out using a daily-live CD.
Would be interesting to know if you have similar experiences.
