I have an HP Mini 5101 running xubuntu which I dist-upgraded from 9.10 to 10.04. I had the same problems described above (suspend on lid-close worked in 9.10 but stopped working after upgrade) with xfc4-power-manger. Under the "current" 10.04 kernel, as described above, /proc/acpi/button/lib/C1D0/state did correctly reflect open/close but the unit was not suspending.

I've just installed 2.6.34-020634-generic from the Ubuntu mainline kernel site and behaves correctly (close lid -> suspend). I use the power button to wake, so I can't comment on any actions on lid opening.
