Syntek webcams are still on after Cheese is closed

Bug Description
Binary package hint: cheese
I am using ASUS F3Jc notebook with a built-in webcam Syntek DC-1125,
this webcam worked normally in Ubuntu 8.04 without the need to install extra driver.
I upgraded my Ubuntu 8.04 to 8.10 on last Saturday, and found the light of webcam is still on after Cheese is closed, the only way to shutdown the webcam is to power off the computer. (reboot can not shutdown the webcam, that is weird)
Not sure if the problem is coursed by driver or by Cheese, so I also reported a bug in GNOME.

May be related the bug 203767. Do you have high cpu load?
Can you give the link to the gnome bug report?
It is possible that it is a kernel problem not a cheese problem?
