I too have the same issue in Europe with the b43 driver in Intrepid. Should be b43 driver issue be filed as a separate bug?

Creating /etc/modprobe.d/wireless with the following line allows connecting to all allowed channels(after a reload of modules).
options lbm_cw_cfg80211 ieee80211_regdom=EU
