The regression (bug 311716) has been fixed in the current -proposed upload (-11.24):

Thus this should reintroduce the original bug reported here for many people. It seems we cannot properly fix this without causing regressions for other people. However, with the current -proposed kernel, you can now install local modalias rules to fix your system. (See above). Thus setting back to verification-needed.
