Dell laptops fail to send key up events for several of their special
keys. There's an existing quirk in the kernel to handle this, but it's
limited to the Latitude range. This patch extends it to cover all
portable Dells.
I'm curious if it might also resolve this issue you have. The kernel with this patch is still making it's way into the intrepid-proposed repository. However, it would be great though if you could test -proposed once it's there - https://wiki.ubuntu.com/Testing/EnableProposed .
