CD Drive spinning constantly at hight rpm with loud whirring noise

Bug Description
Problem is particularly bad when PC is booted with CD in tray. it never spins down. If I boot without CD in tray and insert CD for playback, the problem appears to die after a while if I remember right.
This problem does not happen in XP so it doesn't look like a bios or cd firmware problem.
I have a Sony DVD writer DRU 820A.
