This is apparently worked around by setting DOUBLE_CONSOLE_SWITCH=1 in /etc/default/acpi-support.

I still consider this a bug: suspend should work out-of-the-box. That means setting DOUBLE_CONSOLE_SWITCH=1 for *at least* anyone with a dock, and for those of us using fglrx, POST_VIDEO=false and SAVE_VBE_STATE=false, not to mention switching out of compiz before suspending.
