The best way to fix this (worked well for me for several years) is to append the needed module parameters to the kernel command line.
sudo vi /etc/default/grub and change GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" to GRUB_CMDLINE_LINUX_DEFAULT="quiet splash hid_apple.fnmode=2"
or GRUB_CMDLINE_LINUX_DEFAULT="quiet splash hid_apple.fnmode=2 hid_apple.iso_layout=0"
