I reported another weird discovery in https://bugzilla.kernel.org/show_bug.cgi?id=213377#c13.

Booted without any additional kernel parameters, I can "fix" the download speed if I plug in an USB stick. That would explain why the installation works in the first place, because I booted ubuntu live from USB.
