I did a similar test as you asked in comment #20.

Before suspend/resume:
Powertop: around 1.5W - pc2,3,7,8,10
ASPM L1 enabled for all controllers

After suspend/resume:
Powertop: around 4.8W - pc2,3
ASPM Disabled for NVMe

Fn-keys and touchpad working.
